The UK and France have signed a statement of purpose concerning the stationing of troops in the nation if a ceasefire be struck with Moscow, the British leader, Keir Starmer, has stated.

Subsequent to talks with Ukraine's allies in the French capital, he noted that the UK and France would "establish operational bases throughout Ukraine and erect protected structures for weapons and defense matériel" to prevent any potential attack.

The allied nations also proposed that the United States would play the primary role in verifying a halt in hostilities.

The Kremlin has on multiple occasions stated that any external forces in Ukraine would be considered a "legitimate target", but has so far not responded on this recent announcement.

Background and Ongoing Conflict

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in early 2022, and Russia at this time occupies approximately 20% of Ukraine's sovereign soil.

"This is a vital part of our vow to support Ukraine for the long-term," stated Starmer.

National leaders and senior officials from the "Coalition of the Willing" were involved in the recent discussions.

He stated at a combined announcement, Starmer noted: "It paves the way for the operational parameters under which British, French, and partner forces could work on Ukrainian soil, securing Ukraine's airspace and waters, and rebuilding Ukraine's armed forces for the years ahead."

The UK prime minister also stated that London would take part in any US-led confirmation of a possible cessation of hostilities.

Protection Pledges and Negotiation Stances

Top Washington representative Steve Witkoff remarked that "long-term defense assurances and substantial economic promises are vital to a enduring ceasefire" in Ukraine – referring to a key condition made by the Ukrainian government.

The negotiator said the partner nations had "substantially agreed on" their work on finalizing such assurances "to ensure the Ukrainian people know that when this conflict ends, it ends permanently."

Jared Kushner, US President Donald Trump's advisor, also participated in the negotiations.

Separately, France's leader Emmanuel Macron stated that Ukraine's supporters had made "considerable headway" at the meeting.

He added that "comprehensive" security guarantees for Ukraine had been reached in the instance of a possible truce.

Ukraine's leader Volodymyr Zelensky said that a "significant development" had been made in the talks, but qualified that he would only deem efforts to be "sufficient" if they culminated in the end of the conflict.

Recently, the Ukrainian leader suggested a peace agreement was "90% ready". Settling the outstanding 10% would "decide the outcome of the peace, the future of Ukraine and Europe".

Unresolved Issues

  • The Russian President has consistently stated that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas region or Russia will seize it, refusing any middle ground over how to finish the war.
  • Kyiv has thus far rejected surrendering any territory, but has floated the idea that Ukraine could withdraw its forces to an agreed point – but only if Russia follows suit.

Russia presently occupies about 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The areas form the heartland of the Donbas.

The earlier US-led comprehensive peace plan that was widely leaked to the media last year was seen by Kyiv and its European allies as being disproportionately favorable in Russia's direction.

This led to a period of focused diplomacy – with all sides trying to amend the document.

Last month, The Ukrainian government presented the US an new proposal – as well as separate documents outlining potential defense assurances and plans for Ukraine's recovery, the President added.
